Salerno, May 15, 2026 – The University of Salerno hosts the prestigious Round Table Debate entitled “Blue Crime and Marine Sustainability: Global and EU Strategies for Secure Flows and Healthy Oceans”.

The event is an integral part of the activities of the Jean Monnet Module EU-GLOBACT (Transnational Crime and EU Law), a project of excellence co-funded by the European Commission (2023-2026), and the International and European Criminal Law Observatory (IECLO), both based at the Department of Legal Sciences (DSG).

The meeting promotes a high-level debate on ocean protection and the fight against maritime crime, analyzing threats to the security of flows and the integrity of underwater natural and cultural heritage. The initiative highlights the role of international legal research in the management of global commons and the definition of criminal liability at sea.

The Introductory Session will include contributions by Prof. Michele Nino, Full Professor of International Law at the University of Salerno and Key Teacher of the Jean Monnet Module EU-GLOBACT, focusing on the BBNJ Agreement for marine biodiversity, and Prof. Anna Oriolo, Associate Professor of International Law at the University of Salerno, Scientific Coordinator of the Jean Monnet EU-GLOBACT Project, and Director of IECLO, dedicated to a multidisciplinary approach to Blue Crime and maritime sustainability.

The symposium is organized into two round tables:

  • Session I – Safeguarding Marine Commons: chaired by Prof. Angela Di Stasi, Full Professor of International Law, Secretary-General of the Italian Society of International and EU Law (SIDI), and Key Teacher of the Jean Monnet Module EU-GLOBACT. Speakers include Prof. Andrea Caligiuri, Associate Professor of International Law (University of Macerata), and Prof. Patrizia Vigni, Associate Professor of International Law (University of Siena).
  • Session II – Maritime Sovereignty, Jurisdiction, and Responsibility: chaired by Prof. Ida Caracciolo, Judge of the International Tribunal for the Law of the Sea (ITLOS) and Full Professor of International Law (University of Campania “Luigi Vanvitelli”). This session features contributions from Prof. Fiammetta Borgia, Full Professor of International Law (University of Rome “Tor Vergata”), Prof. Antonio Leandro, Full Professor of International Law (University of Bari “Aldo Moro”), and Prof. Mauro Menicucci, Associate Professor of Maritime and Navigation Law (University of Salerno).

The concluding remarks will be delivered by Prof. Giuseppe Cataldi, Full Professor of International Law at the University of Naples “L’Orientale” and President of the Association Internationale du Droit de la Mer (AssIDMer).
